I there i have workd in some projects and i think your is a great one.
But i think you should focus on your combat so that you can build the mechanics.
I think you can make a targeting mechanic and a base taijutsu to start. That will bring people back because it will be more fun and we can organize some tournaments. More people more bug catchers, more 3D models more help .

You can divide in 3 categories:
Normal taijutsu : all shinobies have
Taijutsu specialist : more striking power and all jutsus are taijutsu based (like the gates and lightening armor)
Kenjutsu: all jutsus are based on swords and you can equip special swords.

Polish those first i love the game and the ideas but when i tried the game i was a bit lost . This is just the opinion of one fan of what you are doing
