that's for the individual Kage of the villages to decide, however, the villages aren't in game so it doesn't matter yet.

From what I remember about these discussions, ANBU and police forces will be player run so I would think that an Intel division would fall under that.

As for gatekeepers and other similar jobs, I don't think many players would enjoy taking standing outside the village for hours or completing other menial tasks instead of exploring the world and completing missions. I would think it would make more sense if those were npcs.
