Tbh I have no clue... it was desided by the developers. That's all I can say for sure.

There was even a animations made for a rasengan type jutsu but it was shot down.
I think It had something to do with the damage system.

I think they scrapped the water marble jutsu.
But water will be a thing.

Standerd resengan has no chakra nature. If it was wind kakashi without wind style wouldn't able to do an A rank wind style jutsu.

ehm, no. Rasengan is just pure chakra manipulation and it's been stated there will be no such thing in SLO, for now at least.

Kakashi has a repertoire of over 1000 jutsu, alot of which are high ranking jutsu. He, though a lightning stylist, was proficient in all forms of ninjutsu. Assuming he wouldn't be able to rasengan because of it's nature is foolish.

I love Kakashi but even with his proficiency in multiple natures including wind, like he explained, such a complex technique is difficult when not using your own nature affinity and he failed at implementing it with his lightning affinity, I doubt he'll get it right with the wind nature.

We can't be sure, but for now all we do know is that there's a very low chance of it happening.
