vreg said there will be a similar power to the rinnengan so if you kill a person with it can you take it from them

The power similar to rinnegan will be available to VREG only.

And don't worry vreg won't be the bad guy roaming around and  killing everyone.

That's fair, since he's doing a lot of things for the game, but I hope he's not too OP and goes around stealing all powers D:
I'm going to be an evil ninja, so I hope he's not the type of player that can take out the whole Shinobi Life Online universe with one jutsu Xd

He won't be that over powered.
if you're with a group of talented people, you can take him down.

He will only kill people when they're renowned for their evil " killing people "...

Damn >_> I need people along side me just to take down the master
I plan on destroying villages just stealing chakra from people (if you can do  that)
to take over the Shinobi Life Online universe  >:( I shall start on a group !
